When children and young people need to be placed away from their parents, guardians or usual caregivers, Child, Youth and Family has a range of services and programmes to look after their needs in out of family placements, homes or residences. The young people may be placed in care because they are in need of care and protection, because they have offended or their behaviour is beyond their caregivers’ control.
Section13 of our governing law – the Children, Young Persons, and Their Families Act 1989 – is very clear about the placement principles that should be followed. It is also important that care services for children and young people are seen as a continuum, with care provided (in order of preference):
- within the family/whanau or extended family/whanau,hapu, iwi
- by other caregivers
- within a Family Home setting
- in a residential placement.
