Will my contract manager change?
For most providers of services funded by Child, Youth and Family (CYF) and Family and Community Services (FACS) there will be no change in 2007.
However, if your contract expires at the end of June 2007 and will be renewed, and you are partially funded by both CYF and FACS your contract manager may change.
Factors which will influence whether your contract manager changes include:
- the main focus of your service
- the level of funding you receive
- the alignment of your service towards achieving our strategic goals
- your future plans.

How will my organisation benefit from the new funding framework being developed by CYF and FACS?
The new funding framework will provide clarity about which services will be funded by CYF and FACS over the long-term.
The changes will present an opportunity to work towards the achievement of longer-term stability with respect to funding.
For 2007, providers who receive partial funding from both CYF and FACS, and whose contracts expire at the end of June 2007, will also benefit. For these partial funding contracts they will only have to work with one contract manager, deal with one contract, provide one invoice per payment period and prepare only one report per reporting period.

I have a number of contracts with CYF and FACS for the different programmes and services my organisation provides
Not all of my contracts are partially funded by CYF or FACS and expire at the end of June 2007. What happens to my other contracts?
In 2007 there will be no change to the way in which your other contracts are managed, nor to relationships with CYF or FACS. The only contracts that will change are those that are partially funded by CYF or FACS and which expire at the end of June 2007.

Does this mean my current funding will be affected?
For most providers there will be no change to funding arrangements in 2007. The exception is providers whose contracts expire at the end of June 2007 and who are partially funded by both CYF and FACS.
Over the long-term, a provider’s funding may be affected depending on their ability to achieve a sustainable funding path.

What is a sustainable funding path?
A sustainable funding path is one where:
- the provider’s service is aligned to CYF and/or FACS strategic goals, and achieves the outcomes sought on an ongoing basis
- the capacity and capability of the provider is such that they are able to continue to consistently provide this service over time.
CYF and FACS will work with providers to assist them, wherever possible, to achieve this.

How do I know if my service meets CYF and FACS strategic goals?
The strategic goals of CYF and FACS are aligned to the Government’s social priorities for the next decade.
Families - Young and Old is a key Government priority that brings together initiatives that will:
- build strong foundations to equip New Zealanders to be secure and to fulfil their potential throughout their lives
- create an environment that allows New Zealanders and their families and whanau to flourish.
The Government wants to make this country a place where all New Zealanders and their families contribute to and benefit from the success of New Zealand.
The overarching strategic priorities for CYF are:
- to achieve permanency and stability for children and young people in our care
- to manage the demand for our services
- to increase youth justice capacity and capability.
For FACS they are to build self-sufficiency and resilience for individuals, families and communities.
For more details about these priorities contact your funding advisor or contract specialist. They will assist providers to determine whether their services are suitably aligned.

What happens if my service does not meet the CYF or FACS strategic goals?
Providers will be supported, wherever possible, to realign their services to meet these goals. Where this is not possible, they will be supported (again wherever possible) to identify other, more appropriate, sources of funding. This process will be carried out gradually.

What happens in 2008?
Wherever possible CYF and FACS will focus on following common processes for jointly funded providers. This means continuing to develop and use the same funding procedures and contracts.
